Minor note, the Yemeni missiles weren’t aimed AT the destroyer, they were intercepted by the destroyer as they were flying past, undoubtedly headed for Israel.

The missiles were Iranian. They were given to the Yemeni rebels. Iran does have a decent technology level.

Keep in Mind, U.S. Forces in Syria and Iraq are INVADERS, occupying parts of Sovereign Nations, WITHOUT a Declaration of War by the U.S. Congress. Any Actions that Citizens of those Nations take against the Occupation Forces are Valid and Legal under International Law.

There is some wiggle room there. COTUS says that Congress has the power to declare war, but doesn’t lay out the exact procedure for doing so, the framers having left that to Congress. So, is Congress authorizing funding for the forces in Iraq and Syria sufficient to meet that standard? Who knows?
Even if it isn’t Constitutional, I would hold that “International Law” means exactly jack and shit. There is currently no international law without international police, which up to this point has been the US military for the past few decades.
