Yes, and this becomes an important point later in the movie. When the communists notice that the guns are missing (not in his bound book) they send the father off to a reeducation camp and then execute him.

There more than one reason to have a stack of old telephone books… not only do they have local information available quickly in an unchangeable format, they can also be used for fire starters and toilet paper.
