Three 14 year old children did $100,000 in damages to a local middle school. Instead of jail, make them and their parents pay for the damages. I would give them a choice of payment terms for the $33,000:
- Five years would be at 3% interest for a monthly payment of $593.
- Seven years would be at 4% interest for a monthly payment of $451.
- Ten years would be at 5% interest for a monthly payment of $350.
- Fifteen years would be at 7% interest for a monthly payment of $296.
Make it non-dischargeable in bankruptcy. If they are on the dole, then deduct it from their welfare checks, or better yet, they get no welfare until the debt is repaid. There will be no penalty for early repayment. Also, the remaining debt would be deducted from any lottery winnings or tax refunds that they may receive.
I don’t give a shit if they wind up homeless or poor. No one would care about making me homeless or poor if I don’t pay the taxes needed to repair the damage.

Your payment plan sounds like it’s structured like a student loan, in which case our Dear Leader will just forgive the debt and we the tax payers will foot the bill as usual. If they are members of the Diversity/Equity group we’ll probably owe them reparations on top of it.
