My smoke grenades got delivered today. I am going to try a couple out in the next day or two. Next: sourcing flash bangs and CS grenades.

Some are, some are not. Right now, the only thing I can find is rounds for 37mm launchers that claim to be pyrotechnics for scaring birds away.

I've seen some that are only for sale to re-enactors and paintballers…
I think the difference is in how loud they are and how bright the flash is. I heard a claim once that 'training' ones are 120 dB and 'actual' ones are 160dB, but haven't verified it.

It is actually related to the amount of explosive material it contains. Of course, this does have a direct effect on the amount of noise made.
