Here is the problem with what she is wearing:
Women who dress like this do so to get attention. Then they fall all over the first attractive (either through physical looks or having $$, or something else she wants) man who gives them the attention that they are seeking. If some of the attention that they receive is from a man that they regard as being unattractive, the same woman will complain about sexual harassment from that man and about how accusing women of “asking for it” is blaming the victim. This creates all kinds of HR and legal liability.
The other women in the office who aren’t dressing like this accuse the woman of trying to sleep her way to the top, or they get angry that the men in the office are pigs. Women are catty like that.
I once had a woman who was dressed in a skimpy outfit get mad at me when I looked at her. She was confronting me, then her meathead boyfriend came over and wanted to fight. I refused, and he threatened to drag me outside for a beating. Luckily, he backed down before he got himself into more trouble than he would know what to do with and wound up costing me some legal fees.
Have a dress code, enforce it, and this all goes away. Tits are fun to look at and I am definitely a fan, but they are poison to a professional workplace. Send her and her cleavage home.

I used to supervise young female social workers in the state fostercare system. Somtimes I had to explain thatdressing like that was counterproductive. They would have to counsell young men and teen boys. Got a call from our attorney on time, the judge was pissed about how one of my social workers was dressed. Judge wouldnt let her in court room till she went out to her car and put on her coat

It would seem that attention whoring has evolved into an autonomic bodily function on modern women. Or maybe I should give them more credit for their scheming. Nah, not gonna do it.
I will wreck her ego with fits of self-consciousness however, by pointing out that her massive forehead is a more eye-catching anatomical feature than her sugar tits. Because that’s just the kind of asshole I am.

Fun fact: The ones that dress more conservatively are usually far more uninhibited should playtime occur.

The tits are indeed spectacular, but the face is kinda…well, meh, IMO. If you got the one, you really gotta have the other to go with it, rare as that is.

Have had multiple issues at various work sites like this.
It’s best to have an older/more mature woman or HR “talk to her” and warn any prospective males to watch out for a trap that could ruin them.
I started working well before women’s lib and the “girls in the steno pool” etc. were looking for husbands. That was how it was done back when. One company I where I worked the policy was to hire only chemical engineers for the sales force. Very tech company for the time. But then about 1975 they started hiring women with just chemistry degrees for sales. I asked a HR friend (it was called “personnel” back then) why? He said they had EEOC quotas to meet and female ChemE’s were so expensive they couldn’t afford them. I was teaching on the side at 2 colleges and had 2 women ChemE’s in one of the classes. Very competent people. The school they were going to had a co-op program where they did school half the year and worked in industry the other half. 5 Year program but at the end you had a degree and 2 years work experience (and the money) with the degree which equaled big bucks. Talking to them they were upset that one of the other male engineers from the school got the same mega bucks offer as they did although he had screwed up many projects while working. I immediately knew the “problem” that they couldn’t see. Similar white male engineers weren’t getting the level of compensation female and “minority” engineers were. Guess the ethnicity of the other engineer.
