Not an arsenal. They make weapons at an arsenal, do research, build, improve yada yada.
Maybe an armory. A place to store and do low to mid-level maintenance, but not a manufactury.
Then again, I love (not) it when they say the suspect has an arsenal of three guns, said arsenal being a pistol in 9mm, a .22cal rifle and a shotgun. Woooo… Scary.
Now, I personally know someone who has at least 5 crew-served machine guns, some anti-tank rifles, lots of personal automatic weapons, cases of battle rifles and lots of similar pistols. Couple of cannon, too. And he has milling and drilling and CNC stuff that he can use to roll his own from base metal. That’s an arsenal, almost. Though I’d classify it as an armory

Anyone only up to double digits is a piker, or at worst, only starting out.
If you don’t have enough armaments to take over a small Latin American country, you’re not really trying.
