Congress in the past apparently knew that it takes a Constitutional Amendment for the Federal government to tell the states who can and cannot vote. That appears to no longer be the case*. My how things have changed in only 50 years.
* This has no chance of passing, but still…

It was thrown overboard long before the early 1960’s.
You can have egalitarian equity or a constitutional republic but you can’t have both.
