That is the behavior of every Communist gov’t. They build a wall to prevent people from leaving and then back it up with violence (shooting, mines, etc) to make sure you don’t leave.

Well, as there was no time limit placed on the Corwin Amendment, if New York State wanted to vote it into effect then it would have the force of law and slavery (economic and, likely, full chattel slavery) would be both legal and, in the hands of the Governor, compulsory.
I wonder how far down the social hierarchy it would need to reach before the screeching would become deafening?
