A massive unreliable attempt that will do more harm than good.
Slam a robocaller in the shitcan for a hard year and a $1mil fine for the first offense.
10 years and loss of all assets for 2nd offense.
And leave everyone else alone.
I hardly ever use my phone so that is why I switched to a Tracfone 15 years ago.
My old one blew up and last month so I bought a new Samsung from HSN.com for $135 and it came with 1500 mins, txts, and data. In a year I’ll renew the card for $100.
I swear, when the gov’t decides to do something they pow wow around the big table and choose the very worst way to do it. every dam. time.

Interesting they think they can do that, as it would not be possible under GSMA roaming signalling. The technology does not support it. So you’d need to ban all inbound roaming to the US, otherwise everyone will be using burners from Mexico/Canada/Puerto-Rica/etc.
How very North Korean of the FCC.
