Don’t underestimate the lethality of a person who has a firearm,evenif he or she isn’t adept with it. Most murders are committed by people who don’t practice with their weapons, and the victims of people like this are most likely to be “civilians” who are not armed at all. She could kill a fair number of innocent people with that hardware.

Given the existence of realistic looking airsoft style weapons, one ponders if any of that gear is real aside from the radio and bullhorn.
If “IT” doesn’t want the weight of a plate in the carrier why carry the weight of a real AK?
Not sure but the keyring so performantly displayed on the belt looks like a cuff key set to me.
Otherwise after cleaning up and testing the harvest “IT” looks like a gear drop to me.

The one thing they are getting right is the comms. In an urban environment, it will be harder to get away because they’ll radio the sodomite two blocks over that you’re retreating that way, and they will be waiting for you (me / us). Useful info to be prepared in the case you are caught up in early conflict.
The weapon, although likely never fired, certainly appears capable of being fired. The takeaway here is that they are beginning to arm themselves. That too, is useful information.

It looks to me like at least some of the gear is proper. There is a plate in the carrier, and it is positioned properly to cover the vital organs. (Top of the plate should be even with the notch at the top of your breastbone.)
Chest pistol holster isn’t a BlackHawk Serpa, and while positioning isnt the best, it is at least useful.
The pistol has a light on it.
They have comms.
I have seen far worse on my side of the isle. I’ve seen far worse in uniform, before I retired from the USN in 2014.

This lovely young thing will fall pretty quickly in any serious combat. She (?) puts on a good show, but there is little substance to it. She is only a threat if she is allowed to get off a first shot. She won’t get a second shot.
The people way in the back who supplied her and send her to pose for the camera are a more serious problem.
