The FBI says that it’s a felony to use the CDC’s logo without permission, and can net you a 5 year jail term and thousands in fines.
No one keeps a searchable record of who has and has not been vaccinated.
So an answer seems easy to me. Alter the logo, then make the alteration difficult to see. Damage and dog ear the fake card to the point that it looks well worn and the logo is smudged as to be nearly unidentifiable.

Alterations that are difficult to see aren’t going to mean much. You’re doing some manipulation of the art in digital format and then translating it to print. The second generation itself will degrade the image ever so slightly. If you wish to “weather” it – sure, fine.
Make your counterfeit with as much fidelity as you can – you’re going to be degrading it when you print. Also, the type of print you make will indicate the quality – or lack thereof – of the forgery.
If you get the jab, go to a reputable pharmacy in your area. If in doubt about the fact that you got the shot, keep your own record in the simple form of a receipt.

I am saying print it, and then weather and degrade the card to the point where it looks so beat up, they can’t prove that you used a government logo.

The Russians will just hack the database anyway, if it exists. It would be the peak of hilarity if that actually happened and they encrypted the data only to be unlocked for a ransom of say, 6 million in bitcoin (to go with a thinly veiled genocide via jabs joke here).
Who cares if appropriating the CDC’s shitty logo is a felony. We are now at the stage where scratching your junk with your left hand on an even numbered Thursday while wearing crocs will be declared a felony by the fibbies (ok, wearing crocs SHOULD be a felony) if it allows them the pretense to bust someone already marked for persecution under color of law. They are going to go after people for bullshit regardless, so this is already a non-issue unless you make yourself a high-profile target while using a faked card.
Maybe socially engineer a situation where a legit stack of cards could be pilfered from a Wankgreens or CEE VEE ESS and filled out. Not like they have any real security in those places, most retail is worse than a joke for loss prevention. Then the card itself is legit and you didn’t, in point of fact, forge the logo.
But again, it’s clear they will invent any fictitious felony they need to guarantee a setup that lends them an air of legitimacy while railroading anyone they want gotten to. Getting cute with technicalities to evade their rules is not going to save anyone as we no longer have a legit and functioning judiciary where a slick-ass lawyer can get you off via fancy loopholes. As always, simply not getting caught is the only real protection.
Really, this is just another version of being the unfortunate bastard that gets picked off by a cop with a radar gun even though every car around you was exceeding the posted speed limit by the same amount (or more). Just bad luck, unless you did something more to stick out garnering special attention like a loud exhaust, illegally dark window tint, or a burned out tail lamp bulb you postponed changing because you were lazy. Or maybe you were driving a fancy exspensive car instead of a beat ass old Honda or Chevy shitbox. As has been quite popular to say of late, “be the grey man”.

From what I know, record keeping varies wildly. Some states have state wide databases, other states the only records are at individual health care facilities or not at all.
Note that there have been points where several states posted a PDF of the card and asked people to print it out…
The FBI can threaten, but getting a conviction is a different matter, especially for an individual. I see this as similar to software and video piracy – much more likely to be used against sellers/ large scale makers than people.
P.S. if a card is badly worn and dog eared, how will they prove in court it is the CDC seal?

I think people are being naive if they think they’ll get away with appropriating the seal on a technicality. The intent will matter more than the actual logo’s appearance. There are plenty of people in jail who didn’t technically break the law. Regardless, people should still fake the cards as needed.
