Oregon police say that grown men exposing themselves isn’t a crime unless they can establish that the man exposing himself is doing it for sexual gratification. The leftists there agree with him because a 2 year old won’t remember it, so no harm, no foul.
Here is my answer:
When the cops arrive on scene and there is a dead naked guy in my yard next to my child, and I am standing there saying he was trying to sexually molest my child, who are they to say I am wrong?

I don’t care if it’s a crime or not.
If my child was young and someone forced deviant behavior on him it is my job – my right – my duty to administer justice on the spot.
It’s irrelevant to me what the criminal gov’t stance is.

While I do think there should be leeway , a teen boy just burned by hot ramen at school had to shed his clothes and still suffered third degree burns.did he just expose himself to a room full of minors? A guy at work was marked as a sex criminal because he was observed taking a leak in the woods on his property, neighbors child happened to see totally accidental, no sexual motive He was cutting brush down.

When in Oregon and you have to kill the pervert putting hands on daughter, carve the perp up into smaller pieces, leace cellphone at home and drop him off in several very rural locations for the hogs and coyotes.
Do not report to authorities!
