The only thing surprising here is the scale of the fraud.
I’ve heard stories before of infantry units, especially reserves, of not wanting to fire their whole range allotment and instead selling it cheap. A couple years ago I heard prices of $50 for a case of 9mm and $75 for a case of 5.56.
What I heard was third hand, so the details could be off.

Meh, Its Jersey. Every official is corrupt there.
Here behind enemy lines in Southern Colorado, we have most of the prisons. Every week you see a story about a DOC “Officer” being arrested for all kinds of shit. You name it they do it on duty and off. Dealing drugs, assault, domestic violence, sexual assault, hiring sicarios to kill spouses..
Its like living on the set of COPS TV series.

I’ve not seen that term ‘nalyevo’ for years. I think the first time was in one of the late Tom Clancy’s books.

It’s a rather elegant word, literally meaning “on the left” but figuratively meaning “out of bounds” and can be used to describe an unfaithful wife or the black market. I learned a few Russian words from my scoutmaster when I was a young teen. He escaped from the Soviet Union when he was a child. After I joined the boy scouts, my late parents became friends with him and his late wife. Wonderful people. I grew up hearing stories of what it was like to grow up under communist rule. I have hated communists and communism ever since.
